At 10:02 a.m., officers responded to a report of an accident.

At 10:37 a.m., officers conducted a traffic stop on a vehicle and issued a warning for an alleged headlights - one on each side violation.

At 11:07 a.m., officers conducted a traffic stop on a vehicle and issued a warning for alleged expired temporary license permit/improper registration.

At 11:09 a.m., officers conducted a traffic stop on a vehicle and issued a warning for alleged windshield: obstructed view.

At 2:07 p.m., officers conducted a traffic stop on a vehicle and issued warnings for alleged speeding and a stop and turn signals required violation.

At 3:01 p.m., officers conducted a traffic stop on a vehicle and issued a warning for alleged speeding.

At 3:27 p.m., officers responded to a report of larceny.

At 8:43 p.m., officers conducted a traffic stop on a vehicle and issued a warning for alleged expired temporary license permit/improper registration.

At 10:45 p.m., officers responded to a report of a runaway.

Oct. 23

At 1:52 p.m., officers responded to a report of a dog at large. Officers located the dog and issued the owner, Justin Wilkins, a citation for alleged animal at large.

At 4:48 p.m., officers conducted a traffic stop on a vehicle and issued a warning for alleged speeding.

At 7:59 p.m., officers responded to a report of a two-vehicle accident. Officers met with involved parties and determined that vehicle one was traveling southbound on Uinta Drive when vehicle two, which was traveling northbound on Uinta Drive, made a left hand turn in front of vehicle one, causing them to collide with the side of vehicle two. The driver of vehicle two, Frank Beaver, was issued a citation for alleged failure to yield right of way at intersections and officers completed a report of the incident.

Oct. 24

At 5:02 a.m., officers conducted a traffic stop on a vehicle and issued the driver, Justin Musbach, citations for alleged speeding and an obedience to traffic control device violation.

At 7:27 a.m., officers responded to a report of threats/harassment.

At 1:30 p.m., officers responded to a report of vandalism at Green River High School. Officers met with the involved parties and determined two juveniles to be responsible for the damages. Both juveniles were issued citations for alleged malicious mischief, and officers completed a report of the incident.

At 2:45 p.m., officers responded to a report of fraud.

At 3:58 p.m., officers responded to a report of a runaway.

At 7:04 p.m., officers responded to a report of fraud.

At 9:48 p.m., officers conducted a traffic stop on a vehicle and issued a warning for alleged speeding.

At 10:03 p.m., officers conducted a traffic stop on a vehicle and issued a warning for an alleged stop sign violation.

At 11:38 p.m., officers conducted a traffic stop on a vehicle and issued the occupants, both juveniles, citations for alleged clinging to vehicle on highway.

Oct. 25

At 12 a.m., officers conducted a traffic stop on a vehicle and issued a warning for an alleged valid certificate of title, certificate of registration, and license plates required violation.

At 12:18 a.m., officers responded to a report of burglary.

At 12:36 a.m., officers responded to a report of stalking.

At 11:21 a.m., officers responded to a report of a traffic hazard.

At 12:45 p.m., officers responded to a report of vandalism.

At 1:09 p.m., officers responded to a report of a traffic offense.

At 3:48 p.m., officers responded to a report of an accident.

At 6:30 p.m., officers responded to a report of a disturbance.

At 10:20 p.m., officers responded to a report of a disturbance.

Oct. 26

At 9:54 a.m., officers responded to a report of an animal bite.

At 2:02 p.m., officers responded to a report of a hit and run.

At 10:51 p.m., officers responded to a report of a disturbance.

Oct. 27

At 2:25 a.m., officers responded to a report of domestic violence.

At 3 a.m., officers responded to a report of assault.

At 7:20 a.m., officers responded to a report of a disturbance.

At 11:51 a.m., officers responded to a report of an accident.

At 6:27 p.m., officers responded to a report of a hit and run. Officers met with the reporting party who advised they had been side swiped while driving on Uinta Drive. Officers located the suspect vehicle and determined the driver to be under the influence. Officers placed the driver, Shea Sanchez, under arrest for alleged hit and run - attended property and DWUI of alcohol .08 or greater. Sanchez was issued citations and transported to the Sweetwater County Detention Center. Officers completed a report of the incident.

At 6:54 p.m., officers responded to a report of an accident.

From the RSPD

On October 22, officers from the Rock Springs Police Department served a warrant at 1030 Pilot Butte Avenue in order to check the welfare of a minor child. The Police Department and the Department of Family Services had attempted to perform welfare checks at this residence before but had been denied entry. Due to ongoing concerns for the child living in the home, a search warrant was issued.

During the execution of the search warrant, officers found animal feces and urine throughout the property, exposed wires, minimal food, and extreme filth. Additionally, officers found drugs and associated paraphernalia.

Three minor children were taken into protective custody, and four adults were arrested.

Richard Turner was arrested for two counts of alleged Abandoning or Endangering a Child – 1st offense and an outstanding warrant for failure to register as a sex offender.

Kymberlyn Garfield was arrested for one count of alleged Abandoning or Endangering Children – 1st offense, one count of Unlawful Possession – Powder of Crystalline less than 3 grams, one count of Unlawful Possession – Sched I or II greater than 3 ounces, one count of Unlawful Manufacture or Delivery – Schedule I or II Narcotic Drug, and cruelty to animals.

Duane Garfield was arrested for one count of alleged Abandoning or Endangering Children – 1st offense, one count Unlawful Possession – Powder of Crystalline less than 3 grams, one count Unlawful Possession – Sched I or II greater than 3 ounces, one count Unlawful Manufacture or Delivery – Schedule I or II Narcotic Drug, and one count Interference with Peace Officer - Interferes or Resists Arrests

Jennifer Fahrney was arrested on two counts of alleged Abandoning or Endangering Children – 1st offense, one count of Unlawful Possession - Plant Form less than 3 ounces - 1st offense, one count of Unlawful Possession – Powder of Crystalline less than 3 grams, and one count of Endangering Children - Permitting Child to Remain in Area with Methamphetamine.

All suspects are presumed innocent until proven guilty in a court of law.
