At 8:46 a.m., officers conducted a traffic stop and issued a warning for an alleged stop sign violation.

At 9:03 a.m., officers conducted a traffic stop and issued a warning for an alleged tail lights required violation.

At 10:12 a.m., officers conducted a traffic stop and issued a warning for alleged speeding.

At 10:22 a.m., officers conducted a traffic stop and issued a warning for alleged speeding.

At 1:40 p.m., officers responded to a report of a scam.

At 1:45 p.m., officers responded to a report of a traffic hazard.

At 4:17 p.m., officers conducted a traffic stop on a vehicle and issued the driver, Kristina Olson, a citation for alleged speeding.

At 4:43 p.m., officers conducted a traffic stop and issued a warning for alleged speeding.

At 7:36 p.m., officers responded to a report of an accident.

July 10

At 11:56 a.m., officers conducted a traffic stop and issued a warning for alleged speed.

At 12:20 p.m., officers conducted a traffic stop and issued a warning for an alleged valid certificate of title, certificate of registration, and license plates required violation.

At 4:10 p.m., officers responded to a report of a dog at large that had caused property damage. Officers located the dog and issued the owner, Allan Bingham, citations for alleged animal at large and nuisance animal. Officers completed a report of the incident.

At 5:54 p.m., officers conducted a traffic stop and issued a warning for alleged speeding.

At 6:37 p.m., officers responded to the area of Bridger Drive and E Teton Boulevard for a report of a two-vehicle collision. Officers met with both drivers and determined that the second vehicle was traveling southbound on E Teton when the first vehicle pulled through the intersection at Bridger traveling east and did not stop at the stop sign. Officers issued the driver of the first vehicle, Edith Davis, citations for an alleged stop sign violation and compulsory auto insurance violation - first offense. Officers completed a report of the incident.

At 8:47 p.m., officers responded to a report of property damage.

At 9:41 p.m., officers responded to a report of fireworks.

July 11

At 12:17 a.m., officers responded to a report of a stolen vehicle.

At 6:51 a.m., officers responded to a report of a single-vehicle crash with property damage. Officers met with the driver who advised that after exiting and walking away from his vehicle, it began to roll and collided with a fence in the parking area. Officers observed the damage to the fence and issued the driver, Brian Majhanovich, a citation for alleged failing requirements before leaving vehicle unattended and completed a report of the incident.

At 8:13 a.m., officers conducted a traffic stop and issued a warning for alleged failing to yield right of way at intersections.

At 1:05 p.m., officers responded to a report of a two-vehicle collision. Officers met with the reporting party who advised their vehicle had been backed into while parked and unoccupied in front of their residence. Officers met with the driver who advised they had collided with the parked vehicle while backing out of a driveway. Officers issued the driver, Darlene Lee, a citation for alleged improper backing and completed a report of the incident.

At 2:12 and 2:20 p.m., officers responded to reports of threats/harassment.

At 5:46 p.m., officers conducted a traffic stop on a vehicle and issued the driver, Leslie Deville, a citation for alleged speed.

At 7:26 p.m., officers responded to a report of property damage.

At 9:13 p.m., officers responded to a report of domestic violence.

July 12

At 8:49 a.m., officers responded to a report of a disturbance.

At 2:21 p.m., officers responded to a report of a traffic hazard.

At 3:36 p.m., officers responded to a report of a traffic offense.

At 10:26 p.m., officers conducted a traffic stop and issued for alleged speeding.

July 13

At 1:25 a.m., officers conducted a traffic stop and issued a warning for an alleged when headlamps required violation.

At 1:57 a.m., officers responded to a report of an accident.

At 10:21 a.m., officers responded to a report of trespassing.

at 10:37 a.m., officers responded to a report of fraud.

At 10:52 a.m., officers responded to a report of an animal bite.

At 2:32 p.m., officers responded to a report of a hit and run.

At 7:35 p.m., officers responded to a report of an accident.

At 11:10 p.m., officers conducted a traffic stop and issued a warning for alleged speeding.

July 14

At 1:52 p.m., officers responded to a report of an animal bite.

At 2:48 p.m., officers responded to a report of a traffic hazard.

At 10:15 p.m., officers conducted a traffic stop and issued a warning for alleged improper lane usage.

At 10:38 p.m., officers conducted a traffic stop and issued a warning for an alleged tail lights required violation.

At 10:39 p.m., officers conducted a traffic stop on a vehicle and determined the driver to be under the influence. Officers placed the driver, Gerardo Romo, under arrest for alleged DWUI - alcohol - incapable of safely driving, issued a citation, and transported him to the Sweetwater County Detention Center. Officers completed a report of the incident.

From the RSPD:

On Monday, July 8 at approximately 8 p.m. the Rock Springs Police Department was dispatched to 3200 Dewar Drive in reference to a domestic situation where the caller was being held against her will and was unable to leave. The caller informed dispatch that their three minor children were locked inside a vehicle in the parking lot. Once officers arrived on scene, they immediately located the children and moved them to safety. At this time, the Sweetwater County Tactical Operations Group was dispatched to assist with the incident.

Negotiators began speaking with the suspect, identified as Cody Birdwell Jr, to secure the peaceful release of the victim and a peaceful surrender. At approximately 9:30 p.m., the suspect released the victim to police without further incident. The victim was removed from the scene and evaluated by medical personnel. Fifteen minutes later, the suspect surrendered to police and was taken into custody without issue. As a result of the incident, Cody Birdwell Jr. was charged with two counts of Domestic Battery – 1st Offense, one count of Aggravated Assault and Battery – Threaten to use a drawn deadly weapon, and one count of Kidnapping- Inflict Bodily Injury/Terrorize. The peaceful resolution of this incident is what all law enforcement agencies hope to achieve when a situation like this unfolds.
