Green River Police Department reports for Aug. 29
At 11:14 p.m., officers responded to a report of a barking dog complaint on South 5th West Street. Officers located the residence and attempted to make contact with the resident. Officers posted a notice, completed a report of the incident, and forwarded it to Animal Control.
Aug. 30
At 1:30 p.m., officers responded to a report of a loud gunshot-like noise on River View Drive. Officers met with individuals who reported their lights were flickering after hearing a loud bang. Officers contacted the power company and advised of the incident.
At 3:08 p.m., officers responded to a report of an individual with an active arrest and hold order on Commerce Drive. Officers met with probation agents and the individual, confirmed the warrant, and placed Kyle Elizabeth Winn, of Rock Springs, under arrest. Officers transported Winn to the Sweetwater County Detention Center and completed a report of the incident.
At 6:44 p.m., officers responded to a report of a disturbance. Officers met with an individual who reported a domestic assault. Officers gathered information and made contact, by phone, with the other involved party, who had left in a vehicle prior to officer arrival. Officers located the vehicle and attempted to conduct a traffic stop, but the vehicle did not stop and officers began to pursue the vehicle. The driver, in attempting to elude officers, entered the I-80 westbound on ramp, the vehicle then left the north side of the roadway and struck a delineator post, and proceeded off the road downhill into the Borrow Pit area, and came to rest after impacting a small dirt mound. Officers met with the driver and subsequently placed Joanna Clement, of Rock Springs, under arrest for alleged DWUI - 3rd offense, domestic battery -1st offense, and fleeing or attempting to elude police officers. Officers transported Clement to the Sweetwater County Detention Center and completed a report of the incident. The GRPD did not release the address officers responded to.
At 8:58 p.m., officers responded to a report of a domestic disturbance. Officers met with an individual who reported that an ex was banging on the door and fled prior to officer arrival. Officers attempted to make contact at the subject’s residence, but they would not answer the door. Officers were called back to the residence again, it was reported the subject came back and knocked on the door, this time gaining entry into the residence. The individual reported they immediately called dispatch and the subject left prior to officer arrival. Officers gathered information and completed a report of the incident. Aug. 31
At 12:26 p.m., Nuisance Officers responded to a report of a parking complaint at Volunteer Lane and Powell Street. Officers located the vehicle and made contact with the owner, advised of the complaint, and completed a report of the incident.
At 3:30 p.m., officers conducted a traffic stop on a vehicle on Monroe Avenue and issued the driver, a juvenile, age 17, of Rock Springs, for alleged speeding school zone.
At 8:51 p.m., officers conducted a traffic stop on a vehicle at the intersection of East Flaming Gorge Way and N 5th E Street for an alleged stop and turn signals violation. Officers issued the driver, Jaciel Camargo Ruiz, of Salt Lake City, a citation for alleged no valid driver’s license and or violation of DL conditions.
At 9:26 p.m., officers conducted a traffic stop on East Flaming Gorge Way and issued the driver, Edana Jakubowski, of Green River, a citation for alleged valid certificate of title, certificate of registration, and license required violations.
At 9:33 p.m., officers responded to a report of a hit and run collision on River View Drive. Officers met with the owner of a vehicle who reported finding damage to their vehicle, which had been parked and unoccupied. Officers gathered information and completed a report of the incident.
Sept. 1
At 9:57 a.m., officers responded to a report of a juvenile in possession of a tobacco product at Lincoln Middle School. Officers gathered information and subsequently issued the juvenile, age 13, of Green River, a citation for alleged use or possession of a tobacco product by a minor. Officers confiscated the tobacco products and completed a report of the incident.
At 11:08 p.m., officers conducted a traffic stop on a vehicle for a tail light violation at River View Drive and Aspen Street. Officers met with the driver and observed suspected marijuana. Officers gathered information and issued Matthew Brown, of Granger, citations for alleged DWUI - incapable of safely operating a motor vehicle; possession of a controlled substance - plant form; compulsory auto insurance violation - 1st offense; and valid certificate of title, certificate of registration, and license plates required. Officers placed Brown under arrest, transported Brown to the Sweetwater County Detention Center, and completed a report of the incident.
Sept. 3
At 12:17 a.m., officers conducted a traffic stop at Monroe Avenue and Andrews Street and issued the driver, Ramiro Mesa, of Green River, citations for alleged DWUI, vehicle superintendents speed zone violation, and compulsory auto insurance violation. Officers placed Mesa under arrest, transported Mesa to the Sweetwater County Detention Center, and completed a report of the incident.
At 10:35 a.m., officers responded to a report of a larceny on Crossbow Drive. Officers met with an individual who reported that another individual used their charge card for an additional unauthorized purchase. Officers met with both individuals, gathered information and completed a report of the incident.
At 11:34 a.m., officers responded to a report of an individual yelling into a vehicle at another individual at Smith’s. Officers located and made contact with the individual who reported a verbal altercation with an ex. Officers met with the individuals involved and all parties agreed to stay separated. Officers gathered information and completed a report of the incident.
At 12:22 p.m., officers responded to a report of a juvenile runaway. While on scene, the juvenile was spotted returning to the residence and officers met with the juvenile along with a parent or guardian. At 1:06 p.m., officers responded to a report of a single-vehicle collision on Adams Street. It was reported the vehicle turned east on Mckinley Street from Adams Street when the driver lost control of the vehicle and the vehicle went up onto the south side curb and struck a fence, then continued to travel eastbound on Mckinley Street. Officers were able to locate the vehicle and met with the driver. Officers issued the driver Angelito Guadalupe, of Green River, a citation for alleged inattentive driving and completed a report of the incident.
At 5:37 p.m., officers responded to a two-vehicle collision at Smith’s. It was reported one vehicle was parking in a parking space adjacent to a second vehicle, which was parked and occupied, when the passenger side of the first vehicle struck the open driver’s side rear door of the second vehicle. Officers gathered information and completed a report of the incident.
At 6:44 p.m., officers conducted a traffic stop at the underpass and issued the driver, Kelli Heatherman, of Green River, a citation for alleged use of cellular telephone while driving.
At 9:02 p.m., officers were dispatched to a report of a disturbance at the Loaf ‘N Jug on Bridger Drive. Officers met with staff who reported an individual was making threats and requested a trespass warning to be issued. Officers met with the individual, gathered information, issued a trespass warning, and completed a report of the incident.

At 10:27 a.m., officers responded to a report of a dog that had bit a child on South Wagonwheel Drive. Officers met with the victim and a parent or guardian, then attempted to make contact with the dog owner. Officers were able to make contact by phone and advised of the incident. Officers met with the owner at the shelter, and due to not knowing which dog had bit and both dogs having expired Rabies vaccinations, both were taken in on a 10-day Rabies quarantine. Officers gathered information and completed a report of the incident.

At 7 p.m., officers responded to a report of a suspicious individual loitering inside the store at the Loaf ‘N Jug on Bridger Drive. Officers made contact with the store clerk and the individual. Officers were notified the individual had been reported as missing from a group home. Officers transported the individual and turned them over to their caretakers. Officers gathered information and completed a report of the incident.
At 10:56 p.m., officers conducted a traffic stop for a headlight violation and issued the driver, a juvenile, age 16, of Green River, for alleged seat belt violation - driver.
Sept. 5
At 12:36 a.m., officers responded to a report of a suspicious individual who was seen walking in the area of S 5th W Street. Officers met with the individual and advised of the complaint. The individual stated they were just walking around while on the phone and did not realize they had trespassed. Officers gathered information and completed a report of the incident.
At 6:14 a.m., officers conducted a traffic stop on West Flaming Gorge Way and issued the driver, Canaan Eslick, of Green River, a citation for alleged speed.
At 9:28 a.m., officers responded to a report of a stolen vehicle at the Ponderosa Bar. Officers met with the owner who advised they thought they knew who took the vehicle. Officers were later notified the vehicle had been located and the victim did not want to press charges. Officers met with the suspected individual, gathered information, and completed a report of the incident.
At 12:36 p.m., officers responded to a report of a single-vehicle collision on Bridger Drive. It was reported the vehicle was pulling into the parking space in front of a store, and when the driver went to move their foot from the gas pedal to the brake pedal it got caught on the side of the brake pedal. The driver was unable to stop their vehicle and it went onto the curb, then hit a trash can which was pushed into the window causing it to shatter. Officers gathered information and completed a report of the incident.
At 7:42 p.m., officers responded to a report of possible animal cruelty on Windriver Drive. Officers met with the owner and the dog, gathered information, and completed a report of the incident, which was forwarded to Animal Control.

At 11:55 a.m., officers responded to a report of a disturbance on Bridger Drive. Officers met with the manager who reported a verbal altercation with an individual and requested a trespass warning be issued. Officers attempted to make contact with the subject and completed a report of the incident.
At 7:17 p.m., officers responded to a report of found drugs and paraphernalia on Cumorah Way. Officers met with an individual who found suspected methamphetamine and a suspected meth pipe that they claimed belonged to a family member. Officers confiscated the suspected methamphetamine and paraphernalia, gathered information, and completed a report of the incident.

At 1:04 a.m., officers responded to a report of a verbal disturbance. Officers met with the individuals involved in a verbal dispute. Officers ascertained one of the individuals had an active warrant out of Sweetwater County. Officers placed the individual under arrest per the active warrant and transported them to the Sweetwater County Detention Center. Officers met with the individual, gathered information, and subsequently placed Travis Esquibel, of Green River, under arrest for alleged public intoxication. Officers transported Esquibel to the Sweetwater County Detention Center and Completed a report of the incident.
At 10:57 p.m., officers responded to a report of a missing person. Officers met with an individual who reported concerns for an adult family member that left town and has not been heard from. At 8:53 a.m., officers responded to a report of trespassing on Bridger Drive. Officers made contact with the individual and gathered their statement. Officers issued Damien Plucker, 29, of Green River, a citation for alleged trespassing (crossing property) and completed a report of the incident.
At 10:57 a.m., officers responded to a report of vandalism on Single Tree Drive. Officers met with the reporting party who advised a window had been broken on a vehicle parked on their property. Officers observed the damage to the vehicle but were unable to determine the cause of the damage. Officers completed a report of the incident.
At 11:25 a.m., officers responded to a report of a two-vehicle crash. Officers met with both parties and gathered their statements. One vehicle was stopped at the stop sign on West Teton Boulevard when another vehicle made a left hand turn off of Bridger Drive and collided with the stopped vehicle. Officers issued the driver of the second vehicle, a juvenile, age 17, of Green River, a citation for alleged cross center line and completed a report of the incident.
At 12:31 p.m., officers responded to a report of a motorcycle crash at Hillcrest Way and West Flaming Gorge Avenue. Officers met with the reporting party who advised they were traveling west bound when they began to make a turn and lost control of the motorcycle. Officers completed a report of the incident.
At 3:48 p.m., officers responded to a report of a juvenile not attending school on Wilkes Drive. Officers met with the juvenile and gathered his statement. A plan was put into place for the juvenile to begin attending school and officers completed a report of the incident.
At 8:10 p.m., officers responded to a report of a two-vehicle crash on Schultz Street. Officers met with the reporting party who advised they had swerved to miss a deer and collided with a camper that was parked on the street. Officers found the driver, Siegi Petzold, 32, of Green River to have an active warrant. Officers placed Petzold under arrest and issued him citations for alleged DWUS and inattentive driving with crash. Officers transported Petzold to the Sweetwater County Detention Center and completed a report of the incident.
Sept. 10
At 5:46 p.m., officers responded to a report of found bicycles at Alexandria Circle and Scotts Bottom Road. Officers located the bicycles and determined that they had not been reported as lost or stolen. Officers collected the bicycles and transported them to the police department for safekeeping. Officers completed a report of the incident.
At 6:23 p.m., officers responded to a report of vehicles blocking a private driveway on Moran Drive. Officers met with the reporting party who advised there have been several occasions where their driveway had been blocked by vehicles in the neighborhood. Officers met with the other involved party who advised they would be more careful about how they park their vehicles. Officers completed a report of the incident.
At 9:24 p.m., officers responded to a report of a verbal domestic. Officers met with the reporting party who advised they had been arguing with another resident in the home but they had left prior to officer arrival. The reporting party advised they only wanted the other person to leave so they no longer needed officer assistance. Officers completed a report of the incident. At 12:27 a.m., officers responded to a report of trespassing on Crossbow Drive. Officers met with the reporting party who advised they had been arguing with another individual and they would like them removed from the property and trespassed. Officers met with the other party and issued them the trespass warning. The individual departed from the area and officers completed a report of the incident.
At 9:31 a.m., officers responded to a report of an individual with an active warrant. Officers made contact with the individual and confirmed the warrant. Officers placed Shelley Wurm, 38, of Green River, under arrest per the active warrant and transported her to the Sweetwater County Detention Center. Officers completed a report of the incident. At 1:13 p.m., officers responded to a fraud complaint on Maryland Drive. Officers met with the reporting party who advised that they had received notice of a credit card application that had been filled out in their name and that they were not the ones who completed the application. Officers gathered the individual’s statement and provided them with resources to help prevent additional fraudulent activity. Officers completed a report of the incident.
At 1:43 p.m., officers responded to a report of juveniles that appeared to be armed at McDonald’s. Officers met with the juveniles who stated that the weapon was an airsoft gun and that they had been shooting bb’s earlier in the day but they did not have any more bb’s or a CO2 cartridge for the weapon. Officers made sure the weapon was safe, educated the juveniles on city ordinances regarding weapons and returned the weapon to the juvenile’s guardians. Officers completed a report of the incident.

The reporting party advised they had received harassing messages and felt like they were being followed by the unknown individual. At 8:26 p.m., officers responded to a report of property damage on Knotty Pine Street. Officers responded to the location of the damage which was called in by a concerned passerby.
