A zone change representing the first step of building a fuel stand near Smith’s Food and Drug was approved by the Green River City Council Tuesday evening.
The zone change cleared its third reading in a 6-1 vote, with Councilman Robert Berg being the lone vote against.
The zone change switches the zoning for land currently occupied by the United Pentecostal Church at 1175 Bridger Drive from B-2 to B-1, which would allow for the construction of a fuel kiosk. The church will be demolished to make way for the proposed kiosk.
The zone change has been opposed by a man living across the street from the church throughout the zone-change process. Gordon Smith, a 45-year resident of the area, voiced concerns about the area becoming more of an attraction to Green River’s teens once the proposed kiosk was unstaffed for the night.
“The lights go out ... the kids come out,” he said.
Smith said the large parking lots for both Smith’s and the nearby Bomgaar’s become gathering places for teens during the summer months, where they spin donuts with their vehicles and drop litter throughout the parking lot. His neighbor, Paden Atkins, backed up Smith’s claims as well.
Councilman Gary Killpack said the issue the Council was voting on was only for the zone change, not the kiosk itself.
Mayor Pete Rust said the concerns Smith has with the kiosk would be better addressed while the plan for the proposed fuel kiosk is being considered by the Council. Smith said he would voice his opposition the next time the kiosk is being discussed. Smith said if the kiosk is manned a full 24 hours daily, he would not be concerned.
