DCI arrest stems from January drug buy

Jason Normand, who was arrested by the Wyoming Department of Criminal Investigation Thursday evening during a SWAT-backed search warrant, was initially targeted by DCI after agents allegedly purchased methamphetamine from him late January.

According to court documents, Normand allegedly sold a confidential informant 7 grams of methamphetamine from his residence at 355 Fir Street Jan. 15. During the sale, Normand also offered to sell the informant a firearm, telling the informant he owned a lot of guns. The sale was completed using prerecorded Wyoming State Buy Funds and the substance purchased field tested presumptive positive as methamphetamine.

A second purchase, occurring Jan. 28, resulted in 14 grams allegedly purchased at Normand's home. During the sale, the informant alerted DCI agents that Normand wore a handgun on his waist. The purchase utilized prerecording drug-buy funds and the suspected methamphetamine field tested presumptive positive.

On March 3, agents conducted surveillance on Normand and a second person, Gary Brewer, in Uinta County.

The two visited Judee Pennington, whom DCI refer to in the documents as "a known source of supply for methamphetamine." Afterward, agents followed Normand back to his residence in Green River, where they executed a search warrant. Agents found 1 ounce of methamphetamine in Normand's vehicle. Pennington told agents she gave 1 ounce of methamphetamine to Brewer and Normand during their meeting in Uinta County.
